It is currently possible to crafting while building stuff, which means the server has to keep track of two percentages. However, the client is only equipped to show a single one. The result is a percentage that constantly jumps about.

I noticed this myself when building drying frames while creating rags from clothing, but I assume it is a general problem.

I am unsure whether to file this as a client bug, because imo you shouldn't be able to craft while building, but I have noted it as such.
